It's called body slugging, and it's a technique that is aimed at storing moisture in the skin. This can be particularly beneficial in the winter, when the skin is dried out by indoor heaters, but also in the summer, when moisture has been lost through sun exposure or chlorinated water. If the skin loses a lot of moisture, it becomes dry and can crack.
It is also easy for bacteria, fungi or other pathogens to penetrate the skin through the damaged skin barrier. Body slugging is intended to seal the skin in such a way that transepidermal water loss (loss of water from the inside of the body) is stopped or reduced.Vaseline is used for body slugging.
When applied to the skin, this creates what is known as an occlusive (sealing) effect, which means that water is trapped in the skin.
This is said to create the ultimate "glow" on the skin, making it more radiant and sealing in nutrients from body care products.
