A serial beggar has been charged with breaching coronavirus restrictions after being in Manchester city centre every single day of lockdown - despite having an address in Bolton.
Liam Rourke, 50, had previously received a fixed penalty notice for being out and about without a reasonable excuse to do so, yet continued to come into Manchester.
Officers had spoken to Rourke, who is being provided an address at a Travelodge in Bolton, over the weekend after they recognised him whilst dealing with another incident, Manchester Magistrates court heard.
