Brexit customs deal with the EU would breach international law, a senior minister has admitted to the Commons. Northern Ireland Secretary Brandon Lewis provoked a furious reaction by saying proposals to change customs arrangements across the Irish Sea after Brexit would breach international law in a "very specific and limited way".
The staggering admission came as the head of the UK Government Legal Department resigned amid reports he was "very unhappy" with the proposal.
Lewis told MPs the government did plan legislation to ensure Northern Ireland could continue to enjoy unfettered access to markets in the rest of the UK, raising fears that it would breach the terms of the Withdrawal Agreement signed in January.
