It comes after a failed transfer last summer that saw the forward desperately push for a return and was even texting his former team-mates about his wishes.
In 2017, the Catalan club let the Brazil international leave for Paris St-Germain in controversial circumstances after the French outfit paid his release clause.
Barca desperately pleaded with La Liga to block the transfer. However, they were powerless after PSG met his buyout clause and before the end of the summer Neymar was the world's most expensive player at £198m.
