Authorities have since released video of the incident showing Yanes Martel knelling on Satchell's neck while turning a taser on her.
Miami-Dade State's Attorney Office said: "We look forward to seeing the actual evidence in order to determine the appropriate defence".Yanes Martel, a former mechanic, had been sacked the following year on June 18 after being accused of using excessive force in another arrest.
In his defence Yanes Martel stated in the report that he had given Satchell multiple verbal commands to step out of her black Mercedes SUV or "she would be arrested".When she refused he put her on the ground using a "leg sweep technique" while she kicked and punched.
