Rutherglen and Cambuslang residents are being “frozen out” of key planning decisions – including a possible controversial 5G phone mast upgrade next to a new nursery.Under emergency coronavirus powers, South Lanarkshire Council’s chief executive has the right to make all planning decisions, with objectors only able to state concerns via online submissions.
