A decision not to discipline the police marksman who shot dead unarmed robbery suspect Anthony Grainger in 2012 has been slammed by his partner.
Gail Hadfield-Grainger said the ruling by the police watchdog meant armed officers had been given a 'free rein' to act with impunity.
She spoke out after the Independent Office for Police Conduct (IOPC) ruled the officer, known only as Q9, should not be disciplined by Greater Manchester Police as he had acted 'honestly'.
Q9 killed Mr Grainger, a Salford-raised father-of-two, by firing a single bullet from his Heckler and Koch MP5 sub-machine gun.
