The Glasgow MSP believes elements of the new law aimed at preventing "stirring up hatred" could see people prosecuted for expressing religious views.
Kelly previously led a campaign which saw a controversial law aimed at tackling sectarian behaviour at football axed in 2018 after winning cross-party support.
