The rate of Consumer Price Index inflation fell to 0.3% in November from 0.7% in October, the Office for National Statistics said.
Falling prices for clothes, food and non-alcoholic drinks were the biggest reason for the drop between October and November.
These were offset a little by increases to games, toys and hobbies, and accommodation services. ONS deputy national statistician for economic statistics Jonathan Athow said: "With significant restrictions in place across the UK, inflation slowed, predominantly due to clothing and food prices.
