Holgate has emerged as a reported transfer target for City after his improved form in central defence in recent weeks for Everton under new manager Carlo Ancelotti.
The 23-year-old is also a candidate to receive an England call-up for this month's international fixtures, with a view to making the final squad for the Euro 2020 tournament.
City are expected to be in the market for a central defender in the summer after failing to replace Vincent Kompany last year.
