A Labour councillor has quit the party after failing to vote with her colleagues in setting a budget in North Lanarkshire.Left winger Angela Feeney was issued with a written warning for her rebellion, but an email has revealed her decision to resign.Feeney, who was a candidate at the last general election, defied a Labour group decision on the council after disagreeing with the budget proposals.She said at the time: “Today, with a heavy heart I could not vote for any #BUDGET that will see £31 million of cuts being taken from our communities.“It is time we offered real #RESISTANCE and say enough is enough.”A letter from Scottish Labour general secretary Michael Sharpe to Feeney stated the party’s “disputes panel” concluded she had breached
