Police sent Highways England three reports about a pedestrian on the motorway near Bury, the last from an off-duty sergeant who called for the speed signs to be reduced to 30mph after he had to swerve to avoid Lee Marsden, 35.
But the agency, which controls the electronic motorway signals, didn't realise the final alert had come from a police officer and so treated all three reports as 'unconfirmed'.
