The newly-appointed Levelling Up Minister told a fringe event at Conservative Party Conference that Oldham could learn lessons from neighbouring Wigan as he set out some of his thinking about how he plans to improve the prospects of Northern towns.
He was asked by Rachel Wolf, who co-authored the Conservative Party's Election Manifesto in 2019, what his approach would be to towns like Oldham whose economies had not grown like their nearby cities.
