It's a phrase which anyone with a passing interest in politics will be all too familiar with. These days barely a single government announcement or lobbying group press release goes by without mentioning 'levelling up', the term promoted by Boris Johnson's Government in the summer of 2019 to describe his aim of tackling regional inequality.

Last week's Conservative Party Press conference in Manchester featured dozens of 'Levelling Up' fringe events and it was a key theme to the prime minister's speech.

But despite being nearly ubiquitous in current politics, many complain that the term still lacks meaning. And in the North, we're still awaiting the policies that will determine whether 'levelling up' is a success or consigned to the dustbin
