A man has been charged after a photo emerged showing a person apparently urinating next to a memorial dedicated to PC Keith Palmer, the Metropolitan Police has said.
Andrew Banks, 28, of Stansted, Essex, was charged with outraging public decency after the photo sparked outrage and a campaign to identify the person standing next to the memorial.
Banks is due to appear in custody at Westminster Magistrates’ Court on Monday.
