Liverpool's Women have said they would've been in a position to host games despite the Women's Super League ending the season and relegating the Reds.
Vicky Jepson's side were bottom of the table having won one of their 14 games. They were one point adrift of Birmingham City Women but will not get a chance to battle for their top flight status.
An FA statement read: "Our Board has reached a majority decision to decide the 2019-20 Barclays FA Women’s Super League and FA Women’s Championship on a basic point-per-game [PPG] basis, with promotion and relegation determined on sporting merit."
