A member of the Democratic Party, Biden is the presumptive Democratic nominee for president in the 2020 election. He unsuccessfully sought the Democratic presidential nomination in 1988 and in 2008.

Biden brought up Russia's treatment of jailed politician Alexei Navalny among other issues in the duo's opening call, spokeswoman Jen Psaki announced.
She said: "He did not hold back in conveying his concern about the treatment of Alexei Navlany and his treatment of protesters." Ms Psaki added that Biden "had never held back as it relates to President Putin or his concerns about the actions of the Russian government and he certainly conveyed that clearly in the call.''
