England U18 star can't be promoted to U21 squad yet as he doesn't have British passport

Liverpool transfer target Fabio Carvalho a call-up to the England U21 squad.Carvalho has been capped at both U16 and U18 level and England are now keen to reward his stunning form for Fulham with a promotion to Lee Carsley's U21 squad.However, Carvalho doesn't have a British passport - which means he cannot feature in competitive games.According to Sky Sports, Carvalho has yet to pass his citizenship test, which would seemingly rule him out of an U21 call-up for the next round of international fixtures.And it could even scupper England's hopes of calling up the Whites hotshot in the future.The 19-year-old has been in sizzling form for Fulham, who have romped their way to the top of the Championship.Carvalho has bagged eight goals and six assists in 28 games for the Londoners - form which has attracted both domestic and international suitors.The attacker, who was born in Lisbon, is also eligible to feature for Portugal - with previous reports indicating that the Portuguese Football Federation are monitoring Carvalho's progress.And there's every chance that Portugal could try to swoop in if England are unable to accelerate Carvalho into a more senior age-group.Where do you think Carvalho will be playing next season?
