A disabled man who faces spiralling care costs faces being stuck living in shocking conditions after plans to build houses on his land were refused by a council.
Robert Whiley, 67, has cerebral palsy, epilepsy and severe learning difficulties, which mean he's incapable of living independently.
He was cared for by his elderly father, until his death in 2020 at the age of 100, in the one-up, two-down house they shared in Tilstone Fearnall, in Cheshire.
