San Sebastian has changed its rules to allow titles picked for Cannes' Official Section to compete in Spain's most prestigious fest. "Exceptional circumstances, exceptional measures," said Cannes artistic director Thierry Frémaux in a transcript of the speech he will give tomorrow in Paris at the Official Selection unveiling.
