James said: "We talk about cities falling under seige where Russian troops are in the face of this Ukarainan agression are pulling back surrounding cities, cutting off supplies and trying to bombard them into submission. "This is what Russian forces have done for years and it's not yet clear whether they have the capacity to do that here in Kyiv because here is such a massive city compared with other locations and Russian troops have faced difficulties. "But it is a concernig time," he added.
