They follow the execution of number of warrants in Warrington, Salford, Worsley and Merseyside on Wednesday as part of an operation "focusing on serious and organised crime and illegal drugs" Cheshire Police said.
The 23 men and two women, including six from Salford, have all been charged with drugs offences and were due to appear at two magistrates courts in Cheshire today (Thursday).
