But there has been widespread confusion at what counts as a substantial meal, with Environment Secretary George Eustice saying a Scotch egg in a pub would probably count as a "substantial meal”.
And now Will Dalrymple, a barman at a Tier 2 pub, has taken to Twitter to urge drinkers to be hungry when they visit a pub so that food doesn't go to waste.
