Pictures show the campaigner sat in the middle of the road on Fountain Street, near Primark at the junction with Market Street.
He was holding a sign that read 'I'm terrified that climate breakdown will kill millions' and '30 years of climate inaction and only a few years left to act'.
Photos show police talking to him before he was moved off the road. Officers then appeared to arrest him. The protest caused 'heavy congestion' in the area, transport bosses said.
