Greater Manchester Police's recently-appointed chief constable Stephen Watson has ordered the fast-track move to increase cell capacity, four years after 19 cells were controversially closed.
He said it was to 'support GMP's new focus on investigating crime, looking after victims, arresting offenders and protecting neighbourhoods'.
