Grant Shapps has admitted that the difference in changes to quarantine rules for the devolved nations in the UK 'creates confusion'.
The Transport Secretary's comments come as holidaymakers and those in the travel industry have criticised the government's handling of imposing quarantine measures - or in this case, not.
