The research – in a report by Professor Susan McVie and Dr Kath Murray of the Scottish Centre for Crime and Justice Research – found a persistent “lack of fairness and effectiveness” around the powers.Football fans also faced legislative action under the scrapped Offensive Behaviour at Football and Threatening Communications Act, which tried to clamp down on fans’ behaviour.
