Anthony Grainger, 36, was shot dead through a car windscreen by a GMP firearms officer in a car park in Culcheth, Cheshire, in March 2012.
An inquiry previously heard the father-of-two, from Salford, and one of his passengers were being investigated over their suspected involvement in commercial robberies.
