Manchester United and Chelsea have also been linked with Werner, though, with his contract at RB Leipzig set to expire in 2023.
Werner has enjoyed his best goal-scoring season to date, netting 24 goals - and scoring a hat-trick against Mainz in this afternoon's Bundesliga match.
Whilst a move to Liverpool seems a logical fit, given the German connection with Jurgen Klopp, Hargreaves believes Werner would be a better fit at Old Trafford as he isn't guaranteed to start at Anfield.
