The figures were released as tests resume in England and Wales from today - Thursday. Restrictions still in place, however, mean face coverings must be worn at all times for learner drivers and their instructors.
And drivers are being urged to get a lateral flow test before taking their driving test - even if they have no Covid symptoms.
The cancellations have led to long waiting lists for learner drivers trying to take their tests. The average waiting time for a driving test across the UK is currently 17 weeks.
