Developer YSN Group applied to convert the first and second floors above the former Cash Generator store on Bradshawgate into four two-bed flats and a single penthouse.
Under the application the retail use at ground floor would remain. A planning report detailed the proposals for the three storey building facing Silverwell Lane and explained why Bolton council refused to grant them.
