The trust's sole focus would be to ensure the memorial itself, and its surrounding area, are maintained and protected, the Manchester Evening News can reveal.
The news comes as the fourth anniversary of the terror attack which claimed 22 lives was observed in Manchester and across the country on Saturday.
Manchester city council confirmed an application is currently with the Charities Commission. Work has already started on the 'Glade of Light' memorial project, as our images show, with a completion date
