The 46-year-old, who has the same name as a football legend, had driven from his native Liverpool up to Scotland and then to Devon.
He was then pulled over and police discovered a street value of between £30,000 and £40,000 worth of drugs in his spare wheel, reports Devon Live.
Keegan was later jailed for five years after confessing to transporting drugs for suppliers. The court was told he had been a law abiding and hard working man before hitting hard times during the Covid crisis.
