The incendiary allegation was made at a meeting to decide control of council scrutiny committees, after warring parties failed to come to an agreement ahead of Tuesday’s mayor-making ceremony.
It comes after the Lib Dems were blocked from returning to power, despite overtaking Labour as the largest group at the local elections.
Labour remained in administration after the Conservatives voted against removing Coun Elise Wilson as council leader last week.
