By contrast, Wigan has remained in single digits, roughly flat at around seven cases per 100,000. The Tory MP who won Andy Burnham’s old seat in Leigh last December, James Grundy, has been agitating, arguing that the borough should be taken out of the measures.
But both places currently remain under exactly the same restrictions, with the other eight boroughs at varying positions in between.So Greater Manchester is in a strange space: wanting, as ever, to operate as one entity.
