An in-person meeting of the full council saw 31 of the 60 members back his leadership, meaning the Tories, who have 21 councillors after the May 6 elections, will continue with their minority-led administration.
Joining the Conservatives in a working arrangement to form an administration are five councillors from Farnworth and Kearsley First, three from Horwich and Blackrod First and a single UKIP member, Sean Hornby.
