The Stockport -born defender, who turned 19 at the weekend, will join the promotion battle in the Championship after completing a move on Sunday, which will take him to the end of the season.
City sent Tosin Adarabioyo to Ewood Park last season, although he was 21, and the Manchester lad secured a £2million move to Fulham on the back of some impressive performances for the Lancashire outfit.
Harwood-Bellis has been the sixth choice centre back this season, behind Ruben Dias, John Stones, Aymeric Laporte, Nathan Ake and Eric Garcia, and his short-term future was undecided while Barcelona’s designs.
