The long-awaited reopening of Renfrewshire’s five recycling centres next week will be treated “like the Paisley Hallowe’en Festival”, a top officer has said.Renfrewshire Council's environment director Gordon McNeil has insisted the local authority is treating the openings as “an event” and staff are putting the same level of planning in place as they would for major celebrations, such as the Hallowe’en weekend or a Christmas lights switch-on.During a meeting of the council’s emergencies board, Mr McNeil warned people would be turned away from sites if queues got too long and marshals may be required to use stop-go signs to manage traffic.It is understood cops could also be out in force as elected members heard the council had secured the
