Nicola Sturgeon has signalled she will bring a bill proposing a referendum to parliament next Spring. However, powers to call a referendum are reserved at Westminster and the Scottish government’s Lord Advocate could kill the bill by declaring it is beyond the competence of the Holyrood parliament.Controversies over the sensitive appointment have led to Labour and the Tories arguing that the post should be split and free of a political role.Jackie Baillie, Scottish Labour’s deputy leader, said: “The SNP should use this opportunity to separate the role of the Lord Advocate as the independent head of the prosecution system from sitting in the cabinet and being a member of the government.
