The shot-stopper, who has made one appearance for City so far this season, has been ruled out of the contest after suffering from back spasms in training.
Steffen, 26, has not had much luck on the injury front of late, with an injury forcing him to miss the USA's Gold Cup campaign during the summer.
USA head coach Gregg Berhalter has confirmed that Steffen will be replaced between the sticks by New England Revolution goalkeeper Matt Turner for their opening game of their 2022
