The family of a ‘beautiful’ woman who died after being detained in a cell said she could have been ‘right as rain’ if she had received proper treatment.

Kelly Hartigan-Burns, 35, grew up in Bolton and attended Canon Slade School in Bradshaw before later moving to Darwen. On the night of December 3, 2016, Ms Hartigan-Burns was arrested in the Lancashire town over the alleged assault of her partner Colette Hartigan-Burns.
