Matt Hancock has sparked a huge fallout by putting more than two thirds of England's population into Tier 3 - with furious critics branding changes "illogical".
Analysis by The Mirror has identified 11 areas which were spared the toughest restrictions in yesterday's announcement, despite seeing their infection rates double in a week.
These include Rushmore in Hampshire, the Forest of Dean and three areas of Sussex - Eastbourne, Adur and Lewes. Uttlesford in Essex will also remain in Tier 2, despite the number of infections doubling in seven days, according to Public Health England.
