They reflected a growing global expert consensus that drug problems are a health issue, and that the criminalisation of people who use drugs is ineffective and iniquitous.The dismissive response makes the Government seem both high-handed and paralysed by its ancient commitment to the 1971 Misuse of Drugs Act.
