Spring is starting to come faintly into view in Greater Manchester, and the end of winter is a busy time in town halls. That’s because councils legally must pass their annual balanced budget — where spending matches income — by March 11.
It's a lengthy process which effectively starts as soon as the previous financial plan is approved, meaning councillors are now knee-deep in detail.
Over the next fortnight or so, each Greater Manchester authority will debate and pass their own budgets in special meetings of all councillors.
In the lead-up to these summits, committees have pored over the finer points of the plans. The LDRS has also taken a look at the plans and picked out the policies which matter to most — namely council tax rises, changes to bin collections, and if there are any new charges to be aware of.
