Footage from August 22 showed him thrashing and throttling the terrified dog outside his apartment at the Seychelles Condominiums Building in Santa Monica, California.
A security guard heard the frightened dog screaming as Previte held him aloft by the soft skin on his face. He was so upset by what he saw, and Jeffrey's alleged reaction, that he filed a report with the building's management, Daily Mail reports.
