The easing of restrictions will begin on Tuesday after the government was threatened with legal action by a charity which described existing rules as "barbaric".
Residents leaving their care home for a walk or to visit a relative's or friend's garden will no longer have to isolate for two weeks on their return.
They will also be able to eat outside at a restaurant or cafe with a nominated care worker and vote in the coming local elections.
