A Paisley councillor has accused the Scottish Government of holding back £155million of funds from struggling local authorities.Eileen McCartin has insisted Renfrewshire Council needs its share of the cash immediately to cope with the demands the coronavirus crisis has placed on services.The funding was recently handed over to the Scottish Government by Westminster and it is understood there are discussions ongoing between the Convention of Scottish Local Authorities (COSLA) and ministers on how this money should be spent.But Cllr McCartin, who represents Paisley Southwest, has accused the SNP Government of holding back millions of pounds from Renfrewshire Council while asking local authorities to use up their reserves first.The Liberal
