GHB (gamma-hydroxybutyric acid) and related substances will move from Class C to Class B drugs in a bid to make them harder to access.
Tougher penalties for possession will also be introduced following recommendations by the independent Advisory Council on the Misuse of Drugs (ACMD).
Sinaga, 37, used GHB or GBL (gamma-butyrolactone) to knock out hundreds of victims before raping or sexually assaulting them at his flat on Princess Street in Manchester city centre.
