Boris Johnson didn't force Manchester into a Tier 3 lockdown because he feared the police wouldn't adequately enforce tougher rules without the mayor's support, it is claimed.
A furious political row between local leaders and No10 has so far prevented Greater Manchester being moved into Tier 3, the most severe category in the new Covid-19 lockdown system.
