Greater Manchester is to be forced into a Tier 3 lockdown against its will within hours after Downing Street said a week of talks ended without agrerement.
Communities Secretary Robert Jenrick attacked metro mayor Andy Burnham as he announced there was no deal after a noon deadline.
Government sources indicated Greater Manchester will now be placed in Tier 3 lockdown despite the lack of agreement. As with other Tier 3 areas, all pubs and bars will have to close for at least 28 days unless serving substantial meals.
